OPERATIONAL DIAGNOSTICS OF MUNICIPAL DISTRICT’S SOCIAL SPHERE

Background. At the present time, local governments are delegated a large number of state powers. Moreover, municipalities cover a wide range of issues requiring managerial measures and application of decision-making techniques. The initial stage of management and decision-making is social system examination aimed at exposure of existing system problems. The task to develop methods of operational examination of the social sphere is of particular relevance for municipal governance. The aim of this work is to develop techniques of operational diagnostics of the social sphere of municipal districts.
Materials and methods. The authors used informations from the database on municipalities of the unified web portal of Rosstat. When building typological groups of municipalities the researchers used methods of hierarchical cluster analysis.
Results. The present methodology allows to promptly examine a social sphere of a municipal district regarding indicators of interest.
Conclusions. The work offers examples of operational examination of a number of municipal districts of Penza region regarding the follwoing indicators: average monthly gross wages, housing construction and household services .
